Context
The European Commission is strengthening its digital justice ecosystem through the continued development of the European e-Justice Portal, a flagship platform supporting the digitalisation of justice across EU Member States. The Portal serves millions of users annually and hosts a suite of key digital justice tools.
Within the framework of the DigitalJustice@2030 Strategy, the European Commission is seeking a Senior Digital Business Analyst to support the implementation of strategic work-streams and to contribute to the evolution of the European e-Justice suite of digital products.
Role Overview
The Senior Digital Business Analyst will act as the interface between business stakeholders, users, and IT delivery teams. The role combines business analysis, product management, stakeholder coordination, and user communication responsibilities.
The consultant will contribute to defining, analysing, and documenting digital solutions, while also ensuring quality, usability, and alignment with strategic objectives.
Key Responsibilities
1. User Feedback & Support
Manage and respond to user feedback related to digital justice solutions
Provide clear guidance and functional support to users of the European e-Justice Portal
Coordinate user assistance via dedicated feedback tools and functional mailboxes
2. Analysis & Documentation
Analyse and present data related to the digitalisation of justice across EU Member States
Draft, review, and edit high-quality technical, analytical, and strategic documents
Perform data collection activities, including stakeholder interviews
Produce summaries, reports, and publishable content for the European e-Justice Portal
Contribute to documentation supporting the implementation of the DigitalJustice@2030 Strategy
3. Business & Product Management
Liaise with internal and external stakeholders on digital justice initiatives
Identify, analyse, and formalise stakeholder needs and requirements
Translate business needs into functional and product requirements
Draft specifications and contribute to implementation follow-up
Review project deliverables and provide corrective input when needed
Participate in coordination meetings with project managers, contractors, and stakeholders
Monitor technological developments and propose improvements to digital solutions
Provide expert advice, opinions, and recommendations
Required Profile
Experience & Skills
Senior-level experience in digital business analysis and IT product management
Strong analytical, synthesis, and drafting skills
Ability to handle complex information from legal, policy, and technical domains
Excellent written and verbal communication skills
Proven capability to prioritise tasks and work under tight deadlines
Strong organisational skills with a focus on quality and results
