Description of the Tasks

The following tasks will be performed by the external service provider:

  • Manage the implementation of information systems to meet identified business needs, acquiring and using the necessary resources and skills, within agreed parameters of cost, timescales, and quality.

  • Give proposals for project strategies, planning, definition of tasks and deliverables, review of project deliverables, quality control, risk analysis and management, status reports, problem reporting and management systems, follow up and organization.

  • Guide the team in charge of project activities and review their deliverables.

  • Participate in reviews, and other Scrum-related meetings and ceremonies.

  • Participate in functional working groups and progress meetings.

  • Estimate costs, timescales, and resource requirements for the successful completion of each project to agreed terms of reference.

  • Prepare and maintain project and quality plans and tracks activities against the plan, provide regular and accurate reports.

  • Monitor costs, timescales, and resources used. Take actions in case of deviations from agreed tolerances.

  • Ensure that delivered systems are implemented within these criteria.

  • Manage the change control procedure gaining agreement for revisions to the project from project sponsors. Provide effective leadership for the project team ensuring that team members are motivated and constantly developing their skills and experience.

  • Perform risk management and act proactively against project threats.

  • Manage Issues, Changes, and Decisions and document them thoroughly in the project logs.

  • Produce Business cases, Vision documents, Project Charters.

  • Interaction with the Product Owner, business analysts, customers, users, team coordinator, and developers.

  • Propose solutions by combining IT tools and business process refactoring or improvements based on an in-depth understanding of a specific business domain.

  • Working with EU legislation and extracting requirements from legal documents.

  • Support in transitioning from Project to Operations.

  • Ability to make presentations to Member State Authorities, excellent communicator.

  • Ability to work in a multicultural environment, on multiple large projects.

  • Ability to understand, speak, and write in English C1; French at level B1 or higher will be an advantage.

  • High degree of discretion and integrity is required as the applications managed and maintained in MOVE-ENER SRD.2 contain personal and confidential data.

Specific Expertise, Technologies, and Tools

  • At least 5 years of recent experience performing project management.

  • At least 3 years of recent experience in Agile acting as a Scrum Master or as Agile Project Manager.

  • At least 3 years of specific expertise in project status reporting.

  • At least 3 years of recent specific expertise in Project Management Tools (e.g. MS Project or equivalent).

  • At least 3 years of experience in Functional Decomposition or Product Decomposition.

  • At least 5 years of experience in BPMN or UML or other with equivalent value.

  • At least 3 years of recent experience in Agile toolbox (e.g. JIRA, Trello, BigPicture, Azure DevOps, etc).

  • At least 3 years of recent specific expertise in software development projects.

  • At least 3 years of specific expertise in producing Business Cases, Project Initiation Documentation, or Project Charters.

  • At least 5 years of experience in analysis/modelling tools and techniques.

Certifications & Standards

  • PM2-Agile certification.

  • Project Management Professional (PMP).

  • PRINCE2 Foundation / Practitioner.

  • PM2 certified – Level 1.

  • Professional Scrum Master (PSM I or PSM I and II).

  • Certified Scrum Master (CSM).
