Job description

Our client is looking for a Business Intelligence specialist.
The department supports the following projects:

  • Budgetary planification and follow-up,
  • Data governance,
  • Strategic Planning and Performance in partnership with other Commission services and stakeholders,
  • Delivery of high quality corporate solutions/information systems supporting the monitoring of the programmes’ execution and the implementation performance of these programmes.

The activity involve various stakeholders  (From Senior Management to operational units), Other Directorates/Entities in the Commission but also external stakeholders including 55 national Agencies, the 32 programmes’ countries governments (National Authorities) and EU Citizens.

Within this context, the service provided by the team aims at delivering modern, scalable, and fully integrated data analytics and statistical services. This goal is achieved by consolidating relevant data available from a wide range of information systems and making this data available to required stakeholders mainly throughout dashboards or APIs where needed.

The team is composed by experienced professionals covering a wide range of competences including experts in the domains of Project Management, Business intelligence, Data Science, Big Data, Architecture.

The position will consequently require a high level of interaction , experience and technical expertise.

The solution assignment may change over time, according to the portfolio/project/service needs but will remain within the implementation of reporting tools and the support to be provided to customers.

DESCRIPTION OF THE TASKS

The tasks performed by external service provider will cover the whole development cycle of reporting solutions from end-to-end, including:

  • Elaboration of functional and non-functional requirements, business case analysis related to data analytics, definition of metrics and key indicators;
  • Coordination of data analytics service activities including digital transformation, design and development of dashboards, assistance in the implementation of methodologies,
  • Provision of solutions (including proof of concepts) in relation with data analytics systems, including by assisting business owners in gathering business requirements for BI and analytics, development of reports and analytical dashboards, data analysis and modelling, design and development of reporting applications and BI solutions;
  • Provision of ad-hoc analysis, applicable standards, solution patterns and best practices in a specific area of data analytics technology;
  • Follow-up of service quality, monitoring of work carried out by support teams to ensure highest service quality, review of information systems and data;
  • Provision of quality plans, quality assessments, quality control tests, evaluations and service agreements associated with data analytics solutions, services or projects;
  • Participation in meetings with business and project teams across different parts of the organisation, which can include technical, webinars, dedicated trainings;
  • Working in close collaboration with other members of the team;

Job requirements

Following skills and knowledge are required for the performance of the above listed tasks:

  • Deep knowledge in one or more domains required for the function (data warehousing, data transformation & architecture, data analytics, data quality control);
  • Excellent knowledge of tools & technology supporting data warehouses (relational database, SQL, QliSense, NPrinting);
  • A good knowledge of Microsoft suite tools is an asset (Sharepoint, Excel, .Net);
  • Quality champion: ability to apply high standards of quality, upgrade operations practices for high level of service, and reliable data & statistics;
  • Capability to write technical and non-technical documents and deliver effective presentations;
  • Ability to participate in multi-lingual meetings (working groups, task forces),
  • Excellent communication skills, ability to understand and be understood, to analyse and synthesise issues, tackle complex problems and follow-up resolution

SPECIFIC EXPERTISE

Following specific expertise is mandatory for the performance of tasks:

at least 12 years of specific expertise in Business Intelligence, Data Analytics, Data Integration / virtualisation, Data Modelling, ETL/ELT, dashboards, data virtualisation, analytical processing or data mining systems (min. competence level 5)1

at least 7 years of specific expertise in the development using Qlik products (Qlikview, Qlik Sense, NPrinting, Qlik GeoAnalytics)

Experience in DataOps, knowledge of data science tools and theory (including elements of machine learning), or cloud analytics is an advantage.
