Job description

We are currently looking for a Senior Project Manager with strong technical expertise in networking and security infrastructure to support DG TAXUD’s “IT Infrastructure Revision” programme. This programme focuses on modernising the IT networking layers to ensure resilience, availability, scalability and security for the institution’s IT systems and applications.

The role combines project management responsibilities with a hands-on technical expert function, working closely with internal officials, external contractors, and corporate stakeholders.

Main responsibilities:

The consultant will support multiple infrastructure transformation projects related to networking and network security. Tasks include:

  • Driving the design and implementation of resilient and scalable network layers

  • Acting as the technical point of contact for projects related to LAN/WAN, CISCO ACI, Juniper and F5 environments

  • Providing expert advice on ITIL-based processes such as Incident, Problem, and Change Management

  • Ensuring technical compliance with DG TAXUD and DIGIT standards

  • Coordinating activities across stakeholders and ensuring timely delivery of infrastructure components

  • Participating in architecture governance and service delivery improvements

  • Reviewing, drafting and following up on project documentation: vision documents, SLAs, collaboration terms, planning, etc.

  • Supervising operational contractors and Commission services in day-to-day infrastructure operations

  • Providing support in troubleshooting and critical incident/crisis situations

  • Identifying technical risks and infrastructure gaps not foreseen by development teams

  • Acting as a backup to the Programme Manager when necessary

Job requirements

Profile and required skills:

The ideal consultant combines project management capabilities with deep technical understanding of complex networking environments:

  • Proven experience managing infrastructure projects in enterprise or institutional environments

  • Strong technical background in network and security architecture, particularly in Cisco ACI, Juniper, F5, and Data Centre technologies

  • Excellent knowledge of networking protocols, security design, scalability, and availability concepts

  • Ability to analyse requirements and propose fast, effective solutions

  • Strong communication skills with both technical and non-technical stakeholders

  • Hands-on experience in incident, change, and release management within ITIL frameworks

  • Capacity to produce and structure clear technical documentation

  • Strong troubleshooting, problem-solving and analytical mindset

  • Comfortable working in complex, multi-stakeholder environments with outsourced services

Required expertise and qualifications:

  • Cisco Datacenter/Security Subject Matter Expert

  • CCIE Enterprise Infrastructure (Cisco DC)

  • Expert in storage and data centre infrastructure

  • Strong experience in crisis and critical incident management

  • Cybersecurity expert with practical knowledge of modern security architectures

  • ITIL expert with experience managing and improving operational processes

  • Expertise in F5, Juniper, Splunk, and observability tools
