Job description

We are currently looking for a Business Analyst with strong process modelling skills and Agile mindset to support the analysis, documentation and delivery of digital solutions within a legislative and parliamentary context.

This position involves close collaboration with business users, developers, and project teams to translate requirements into clear, testable deliverables in an iterative environment.

Responsibilities:

The selected consultant will be responsible for gathering, validating and documenting business requirements across several digital projects. She/he will:

  • Analyse and model business processes using BPMN and UML

  • Identify opportunities for optimisation and propose functional improvements

  • Support the transition to new systems and facilitate change across impacted teams

  • Elaborate both functional and non-functional requirements and contribute to business case analysis

  • Test solutions and participate in acceptance phases

  • Create and maintain user stories, Epics and tickets via Confluence/JIRA

  • Collaborate closely with business stakeholders, end users, developers and project managers

  • Participate in coordination meetings and regularly report on progress and planning

Job requirements

Required knowledge and skills:

We are seeking a profile with strong analytical capabilities and proven experience in functional design:

  • Expertise in BPMN and UML modelling (at least 3 years)

  • Good knowledge of data modelling and database design tools

  • Understanding of application development environments

  • Familiarity with Agile practices and ticket-based workflows

  • Experience working with Akoma Ntoso is a strong asset (XML representation of legislative/judiciary texts)

  • Excellent documentation and communication skills

  • Ability to present both technical and business topics clearly to mixed audiences

  • Strong problem-solving skills and attention to quality standards

  • Ability to write clear, structured functional and technical documentation

  • Comfortable working in multi-disciplinary and multilingual teams

Specific expertise required:

  • Minimum 5 years of experience with MS Office Suite or Google Docs for documentation and collaboration

  • Minimum 3 years of experience with UML modelling

Certifications (considered an asset):

  • ITIL Foundation

  • PMP (Project Management Professional)

  • PRINCE2 Foundation

  • PM² certification
