Contribute to the development of Concept papers, Business cases, Vision documents, Project Charters, and Security Plans

Interact with other business analysts, business architects, customer, users, project leaders, and the developers involved in the projects

Provide advice to policymakers on digital implications of policy proposals

Support the policy units in implementing the corporate data governance and management practices

Contribute to the development and application of the methodological approach for digital-ready policymaking and technology adoption

Very strong business analysis and requirements elicitation skills and experience

Very good knowledge of digital process mapping and redesign techniques

Very good knowledge of data governance and data management frameworks

Strong stakeholder facilitation, change management, and communication skills

Strong analytical and advisory judgment skills

Ability to give business and technical presentations

Ability to apply high-quality standards

Ability to cope with and apply fast-changing and emerging technologies such as AI and digital credentials

Capability to write clear and structured technical documents

Ability to participate in technical meetings and good communication skills

Capability of integration in an international/multicultural environment, rapid self-starting capability, and experience in working in a team

Ability to participate in multilingual meetings

Ability to work in a multi-cultural environment, on multiple large projects

Excellent Team Player

Ability to understand, speak, and write in English (at least C1 level) is a must

High degree of discretion and integrity is required as the applications managed and maintained in DG EMPL contain personal and confidential data

At least 8 years of specific expertise in process management, functional analysis, and data modeling

At least 4 years of specific expertise in analysis related to policy support digital solutions within an EU institution or a national public administration

Product Owner certification would be an advantage
